Color-accurate monitor — necessary?
Yes — a calibrated sRGB/Adobe RGB display means the color you design is the color that prints and ships. A cheap monitor lies about color.
Pen tablet or mouse?
For illustration and retouching, a pen tablet — pressure sensitivity and natural drawing. For UI/layout, a mouse is still faster. Most designers use both.
Calibration — how often?
Every month or two. Displays drift over time; a calibrator keeps your color honest. The boring tool that makes everything else trustworthy.
Mac or PC for design?
Either. macOS is the industry default and color-managed top to bottom; a color-managed PC is identical in output. Pick the OS you prefer.
